ROLE PURPOSE:
Save the Children Indonesia is changing for the better. We’ve begun to build a national organization that aims to be a strong, local, and self-sustaining voice for children in Indonesia. To this end, SC Indonesia has been designated as an “Associate Member”. Indonesia has been identified as part of the next way of new member development, which focusses on strengthening and localizing our voice for children in strategic middle-income countries. Indonesia has been authorized by member ballot to start fundraising locally as a first step towards building a financially sustainable local organization. Future work will also involve developing a strong local governance structure and building key partnerships with local government, the private sector, local civil society among others. Success of the pilot phase will set Indonesia on a pathway to full membership.
The Research Evaluation Accountability Learning Monitoring (REALM) Manager under the supervision of the Head of REALM role with the close coordination with Director of Health & Nutrition, Senior Program Manager BISA, Senior Program Manager – MOMENTUM, Program Manager Fighting Against Child Pneumonia and other Program lead of Health & Nutrition (as required by Head of REALM) will be expected to lead on REALM system design and implementation, Research & Evaluations, Program monitoring, Partnership management & capacity strengthening, REALM budgeting, recruitment as well as support proposal writing and log frame development for both Development and Humanitarian/Resilience Program. The post holder is a senior member of the country REALM team and will be expected to mentor and build capacity of existing and new REALM staffs.
This position will be responsible to look after various Project activities, especially health and nutrition, including BISA, Momentum, Fighting Against Pneumonia and other future SC Indonesia programs/projects in Indonesia. He/She will lead all REALM key activities, including
Conduct of a critical and in-depth monitoring process to make sure all project activities are in the right way and performing according to the parameters set in the project
Ensure robust and integrated data collection and information management system to maintain key project’s high-quality data are available in time, support learning process and evidence generating throughout the life of the Project, and responsible to produce report (quarterly, biannually, and annual).
She/he will be the Project focal person for all REALM and responsible to maintain communication and sharing with REALM team at Save the Children as well as with implementing partner and relevant stakeholders (e.g., local government offices, civil society organization, universities, or institutions).
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:
REALM Strategy and System
Lead on the development and roll-out of an organisational REALM strategy and approaches across Save the Children Indonesia’s development and humanitarian programming, in line with Save the Children Indonesia ‘s Country Strategic Plan and Member goal.
Support the project/program planning process and provide inputs to logical framework/Results Framework
Support thematic and partners in designing and implementation of the project REALM plan and indictor performance tracking per Award.
Support the REALM team to bring together data and findings from projects to form a coherent basis for analysis and lessons learned to inform programme design.
As a technical lead in providing the strategic direction to the program team and partners in translating the commitment from the project proposals to the Detail Implementation Plan and monitoring system
As a technical lead to provide the accurate reporting updates to SC Members and Donors in timely manner and actively participated in the strategic meeting with SC Members and Donor as required by line managers or upon the request of the Program leads of Health & Nutrition
Research and Evaluation
Quality assurance of Baseline, midline, End line, Final Evaluation on implementing project
As appropriate, lead Project level research and evaluation efforts, ensuring that quality standards are met and results are consolidated, regularly shared and utilized for decision making,
Working with IT and program staff to ensure all data/information gathered from evaluation research are stored and accessible.
Manage MEAL resources to ensure assessment, evaluation or research for development and humanitarian can be conducted in timely manner.
In coordination with Head of REALM to utilize CERDAS Business Unit for relevant research and evaluation activity on implementing project.
Accountability and Participation:
Ensure that project activities are designed to promote feedback and response mechanisms and include systems to effectively manage complaints.
Ensure the utilization of feedback and response mechanism (FRM) data and children participation to program improvement as well as strategic decision.
Ensure that activities are carried out to raise awareness of prevention of sexual exploitation and abuse and handling of serious complaints in line with child safeguarding policy.
Knowledge Management and Learning:
Encourage a learning culture within the organization (& outside as applicable) aligning people to country and project learning agenda.
Provide technical support to sectors for different studies. Lead and support regular independent reviews at project level and make recommendations on any changes to be made.
Ensure that assessment and evaluation findings are taken into consideration in design and reporting.
Work to strengthen analysis and communicate programmatic learning (through document sharing, presentations, etc.).
As a technical lead to regularly review the Program learning agenda and provide the strategic direction to ensure those learning agenda are updated in timely manner
Lead to designing and implementation of studies, assessments and learning in coordination and cooperation with sectors’ technical and programme staff.
Advocacy & Campaign
Contribute to effective advocacy for children and collaborate with other departments to implement advocacy initiatives that support the theory of change.
Contribute to ensuring active participation and role in the movement.
Resource Development, Partnership and Networking
Actively engaged in the strategic discussion with the other department (Resource & Mobilization, Program Impact & Creation) on program design, Donor engagement and proposal development particularly in Health & Nutrition focus.
Support the capacity development of our strategic/implementing partners in research and MEAL.
Staff Supervision and Performance Management
Establish and maintain strong working relationship with other technical leads (thematic and cross functional), regional REALM team, Save the Children Members, and Academia to initiate, adapt or test new practices, approaches, or methodologies with a view of improving outcomes for children and our ability to demonstrate and showcase that impact.
Ensure appropriate staffing within the REALM team and provide leadership, motivation, guidance, and technical support to the REALM team.
Provide technical supervision of the field-based REALM staff through regular contact, field visits and meetings etc.
Contribute to performance management of staff within the REALM team, in cooperation and collaboration with their line-manager and the human resources department through oracle system.
Oversee the recruitment of Save the Children REALM staff and where appropriate support partners to adequately resource their REALM positions.
Coordinates and manages REALM-related issues between SC and partners and ensures that the REALM system has been effectively followed.
Other Support as agreed with line manager.
The post holder may be required to lend support to activities beyond the scope of this job description. This will be discussed and mutually agreed with the line manager.
QUALIFICATIONS
Master’s degree public health, social science, management, or other relevant statistic areas.
10 + years working experiences in the NGO, university or government, private with significant experience in knowledge management and learning related activities.
6+ years of experiences in monitoring, evaluation, research, and reporting.
Strong qualitative and quantitative analytical skills, including experience using analytical software packages such as SPSS, NVivo etc.
Strong understanding of data management systems, information management system, including web-based content management technologies and communication channel.
Knowledgeable in project management cycle and experience in project design and proposal development
Solid experience monitoring and producing high quality report of development projects (Example of his/her English report should be submitted when applying on this position)
Excellent interpersonal, communication and presentation skills; strong English written and spoken skills.
Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches.
